USCIS policy + Federal Register updates feed

Our cron pulls from three sources every 6 hours: the USCIS Policy Manual updates page, the USCIS Newsroom alerts feed, and the Federal Register API. Each update is deduplicated by content-hash and classified by a heuristic that tags items touching the H-1B layoff window — grace period, EAD, compelling-circumstances EAD, AC21 portability, premium processing, consular processing, AOS discretion. Both feeds below are live; the layoff-relevant feed is what most of our audience watches.
